Sallye Clark




Sallye Clark is a space and satellite attorney who is highly regarded for her ability to negotiate market access around the world for her clients' complex international satellite projects. Sallye helps clients obtain satellite spectrum, orbital slots, and operating licenses, and she negotiates all manner of satellite agreements and approvals for her clients. Sallye is well known for securing Host Nation Authorizations (HNAs) for U.S. military and government satellite ground networks, U.S. government VIP aircraft and unmanned aerial vehicles (UAVs). She also counsels her clients on legal, trade, and market access issues, represents her clients before regulatory bodies around the globe, and develops regulatory and legislative strategies for clients.

Sallye has extensive experience in international and U.S. government relations for the telecommunications industry. She has negotiated and secured authorizations and license agreements for telecommunications projects from foreign governments around the world, and has negotiated and drafted mergers and acquisitions, operating, and service agreements with commercial and government entities globally. On behalf of the US government, she negotiates Host Nation Agreements (HNAs) with foreign governments to allow US military and government networks to operate in host nations.

Before joining Mintz, Sallye was a partner at another prominent national law firm, where she practiced in the telecommunications, corporate, government relations, and international business groups. Earlier, she spent a dozen years leading international market access and government affairs teams for prominent satellite companies and broadband projects, including Intelsat, PanAmSat, Teledesic, ICO Global, and Iridium.

Sallye has given seminars on HNAs and foreign licensing of DOD networks to the US Department of Defense (DOD) and at military conferences. She has also been a guest lecturer on space law and international law at John Hopkins School of Advanced International Studies, the University of Richmond Law School and the Catholic University of America Law School. Sallye frequently speaks about regulatory and licensing issues at industry events around the world and at various seminar and conference proceedings, and she also has written about these issues in Space News and other newspapers, APT Journal, and the FCBA International Law Journal.

  • Represented most of the satellite operators and defense contractors in various transactions and regulatory matters over the years, including licensing, investment and launch agreements
  • Successfully secured market access, landing rights and foreign licensing for satellite network operators and users
  • Successfully advised and implemented worldwide regulatory strategies for her clients
  • Brought about changes in international, regional, U.S. and non-U.S. local telecom policy and regulation development and amendment to allow for market access for new types of satellite networks in countries around the world
  • Represented satellite operators in mergers and acquisitions, spacecraft procurement, launch agreements and related services
  • Represented NGSO start-ups from conception to service before regulatory agencies around the world and the International Telecommunication Union (ITU)
  • Served as regulatory counsel for purchases, mergers and sales of satellite operators
  • Obtained Host Nation Authorizations for satellite ground networks, UAVs/UAS, U.S. Government VIP aircraft and related networks around the world for all branches of the U.S. Military, U.S. State Department, White House and other government agencies.
  • Successfully arbitrated complex disputes at ITU Radio Regulations Board (RRB).
  • Negotiated space licenses with countries around the world to act as satellite operators' Notifying Administrations at ITU
